What is RAILS?


RAILS is the Regional Agricultural Information and Learning Systems (RAILS): a FARA-led initiative which brings people together and promote effective use of ICTs, through an inclusive and dynamic process for content development, knowledge sharing and mutual learning. In addition to contributing to advocacy for increased investments in agricultural information and learning systems, it also facilitates agricultural information system synergies and learning between international and national research-for-development institutions.


Getting YPs involved!


- Are you a young professional (under 40) in Africa working on agricultural research and development issues? 

- Would you be interested in joining a dynamic RAILS national learning team?

- Would you be interested in playing a key role in order to impact your RAILS national learning team as a YPARD ambassador?

- Would you be interested in participating in the RAILS Dgroups at all levels where you can participate in agricultural information exchange discussion and interact with a wide range of stakeholders including researchers, producers/farmers, information specialists, development partners, policy makers, etc.?

- Would you like to be involved in the eRAILS phase two as National facilitators, depending on your area of core expertise and selection of your country as pilot country?

 

Profile of the National facilitator


Responsibilities:
a)    Mediate between the different actors and organizations involved.
b)    Identify and coordinate field agents and local data entry agents in the selected communities.
c)    Training of field agents, local data entry agents and KMS agents.
d)    Coordination and supervision of activities.
e)    Analyze performance of agents, identify bottlenecks and solve problems to assure delivery.
f)    Controlling and payment of actors during the information exchange service and the gathering of data at the primary market archives.
g)    Data collection for site characterization.
h)    Explore funding opportunities in rural communities for the sustainability and up-scaling of the services beyond the project.
i)    Exchange of information and experiences with the national facilitators in the other countries and RAILS learning team.
j)    Reporting to the project coordinator.
k)    Become a member of the RAILS learning team.

Skills:
a)    Good organizational and facilitation skills.
b)    Excellent communication skills via phone, mail and at meetings.
c)    Good computer skills (Word, Excel and Internet).
d)    Good understanding of rural development and livelihoods.
e)    Preferably some practical knowledge of English to facilitate regional exchange.
Professional qualification:
a)    Graduates of technical college.
b)    At least a five years working experience in rural areas and / or agriculture.

Background:
a)    National facilitators should be independent. He might be an employee or collaborator of a NGO that works for rural development or a small enterprise that operates in rural areas. Employees of a government organization or public institution are not eligible.
b)    Not older than 40 years of age.
c)    To accept to work on a the basis of payment upon delivery.
d)    Trustworthy, dynamic and hard working

Applicants have to provide:
•    CV with contact details (maximum 4 pages) (20 %)
•    Copy of their identity card or passport (10%)
•    Name of two farmer organizations in two distinct agro ecological zones with which they intend to collaborate. The farmers organisation should be in direct membership of farmers, cover at least an area of 400 square km (20*20 km) and include at least three primary markets (producer markets). Applicants must provide a short description of the targeted farmer organisations and a list of the market places (each area maximum 2 pages) (30%)
•    Submit a description of the regions where the two selected farmers organisation operate (population; main commodities; climate, vegetation...) (maximum 2 pages). (20%)
•    Letter of motivation to describe why this job interest them and suits their professional ambitions.  (20%)
