International Consultant for Drafting of the Strategic Program for Climate Resilience, African Development Bank (AfDB)

The Government of Uganda has received financing from the Strategic Climate Fund of the Climate Investment Funds through the African Development Bank toward the cost of the Preparation of the strategic plan for climate resilience. It is intends that part of the agreed amount of the grant will be applied to payments under the contract for this of consultancy services.

The services included under this assignment will support the CCD with preparation of the SPCR ensuring that all critical issues on climate change resilience are addressed in the SPCR and that the document meets the standards of the CIF/PPCR. The consultant is to: (i) Support and offer quality control for the information collection studies on possible investments across the country (ii) update and finalize the draft SPCR based on the identified investment needs, proposing how the emerging set of priority investments and activities identified be re-organized; if necessary into an effective series of projects or programs.

The services shall be required for a period of 70 days over a six-month period starting March 2017.

The Ministry of Water and Environment now invites International Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services past relevant experience, description of similar assignments, experience in similar conditions, with qualifications at a master’s level either Agriculture, Natural Resources Economics, Rural Development, Environment management, Natural Resources Management or any related field.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 available on the Bank’s website at http://www.afdb.org. The Ministry is under no obligation to shortlist any consultant who expresses interest.

Expressions of interest must be delivered to the address below by 21 February 2017 at 1700hrs clearly marked “International Individual Consultant for Drafting of the Strategic Program for Climate Resilience SPCR”.
