Monitoring and evaluation leader at WorldFish

The Monitoring and Evaluation Leader will play a key global science role in WorldFish, setting and ensuring quality standards for monitoring and evaluation research associated with the new CGIAR Research Program on Fish Agri-Food Systems (FISH) and the WorldFish strategy for 2017-2022.

WorldFish uses its technical and scientific expertise in fisheries and aquaculture to develop and deliver research advances, transformational impacts and policy recommendations that help the millions who are dependent on fish. Our research is focused on three interlinked challenges of sustainable aquaculture, resilient small-scale fisheries, and enhancing the contributions of fish to nutrition of the poor in the places where we can make the most difference. By using an integrated, multidisciplinary approach, WorldFish addresses critical gaps in research that need to be filled to build evidence on the most promising pathways to impact.

The Monitoring and Evaluation Leader will play a key global science role in WorldFish, setting and ensuring quality standards for monitoring and evaluation research associated with the new CGIAR Research Program on Fish Agri-Food Systems (FISH) and the WorldFish strategy for 2017-2022.

Key Responsibilities

  • Set and ensure quality standards for monitoring, evaluation and impact.
  • Lead the production of high-visibility impact assessment.
  • Identify capacity needs to meet quality standards, and provide or arrange to address these, interacting with project leaders and researchers.
  • Guide impact assessment research activities, and where appropriate, identify the need for additional guidance from subject matter experts.
  • Advise senior leadership on the design of outcome and impact targets, coordinate a semi-annual summary of progress toward these targets, and advise the Communications team so that these are accurately reported.
  • Identify opportunities for impact assessment studies as well as focal points and confirm that these are reflected in project each year; provide recommendations on resources required to undertake more systematic assessments of progress in future years.
  • Support WorldFish focal country teams in upgrading of M&E activities and capacity building.
  • Review funding proposals from an M&E perspective and help ensure adequate provisions are made for activities and outputs.
  • Ensure effective engagement with the Independent Steering Committee of the FISH CRP, the Standing Panel on Impact Assessment of the Independent Science and Partnership Council (ISPC), and relevant communities of practice coordinated by the CGIAR and external centers of excellence.
  • As a member of the FISH management team, contribute at regular intervals to strategic deliberations regarding key objectives, targets, challenges and lessons from CRP implementation to improve performance.
  • Work with WorldFish Senior Leadership Team to strengthen outcomes and impact assessment as an integral part of the Center’s research culture.
