The African Youth Conference aims to empower young people as key stakeholders in environmental governance. By fostering dialogue, showcasing innovations, and providing a platform for green business pitches, the event will catalyze youth participation in achieving the African Agenda 2063 and the Sustainable Development Goals (SDGs).

This will be a 3-day conference in Accra, Ghana in May 2024. The conference will amplify the innovative solutions and interventions of young Africans, empowering them to become change-makers, innovators, and decision-makers.

1. Contexte

Les Jeunes professionnels pour le développement agricole (YPARD) sont une organisation internationale de jeunes dirigée par des jeunes pour des jeunes professionnels âgés de 18 à 40 ans intéressés par les thèmes de l'alimentation et de l'agriculture. YPARD est présente dans 65 pays et compte plus de 30 000 membres engagés dans le monde entier. Le "Programme mondial pour les petits producteurs en agroécologie et la transformation durable des systèmes alimentaires (GP-SAEP)" fait partie d'une enveloppe de financement plus importante fournie par la Commission européenne (CE) et sera mis en œuvre entre 2023 et juin 2026. Le programme s'articule autour de quatre éléments ; YPARD, en partenariat avec le Forum mondial pour les services de conseil rural (GFRAS), Access Agriculture, est responsable de l'élément 3, qui se concentre sur :

 "Améliorer l'accès à la connaissance et renforcer les capacités de 10 000 petits agriculteurs en transition agroécologique grâce à des services de conseil rural participatifs (RAS) et à l'apprentissage en commun entre agriculteurs". 

La mise en œuvre de cette troisième composante par YPARD et ses partenaires se fera dans quatre pays : Madagascar et l'Ouganda en Afrique, et le Costa Rica et l'Équateur en Amérique latine. Les réseaux régionaux YPARD et GFRAS, YPARD Afrique, YPARD ALC, AFAAS et RELASER, les sections nationales de la YPARD et les forums nationaux dans les pays respectifs joueront un rôle essentiel dans la mise en œuvre de ce projet.

Dans le cadre de la mise en œuvre du projet GP SAEP, l'unité de coordination mondiale de la YPARD et les réseaux régionaux recrutent un total de 20 Agroecology Fellows (boursiers en agroécologie) : 5 dans chacun des pays de mise en œuvre suivants : Ouganda, Madagascar, Équateur et Costa Rica.

Rôle de YPARD dans le projet GP-SAEP

YPARD dirigera la formation et l'encadrement des boursiers en agroécologie, qui créeront des communautés de pratique de jeunes (YCoP), dans le but d'inviter l'ensemble de la communauté à partager les bonnes pratiques et l'apprentissage, qui seront documentés et utilisés pour développer les connaissances à partager les bonnes pratiques et l'apprentissage, qui seront documentés et utilisés pour développer des produits de connaissance.

Afin de s'assurer que les boursiers en agroécologie sont bien équipés pour cette tâche, YPARD proposera un programme de formation et de mentorat rigoureux. En outre, comme le projet vise à recueillir des enseignements sur la transition agroécologique, les  boursiers en agroécologie YPARD contribueront aux activités de suivi, d'évaluation et d'apprentissage (MEL) et aux activités de diffusion des connaissances des forums nationaux, notamment en calculant les données de base du format écrit au format numérique dans chacun des pays du projet.

2. Fonctions et responsabilités

Les responsabilités spécifiques des boursiers en agroécologie sont énumérées, sans toutefois s'y limiter :

2.1 Renforcement des capacités des boursiers en agroécologie en matière de services de conseil axés sur l'agroécologie.

2.1.1 Être disponible pour participer à des formations virtuelles au cours de la période du projet ;

2.1.2 Être disponible pour assister aux réunions de lancement du projet GP-SAEP dans les pays, afin de mieux comprendre le contexte du projet. 

2.2 Établir une communauté de pratique (CdP) axée sur les jeunes en agroécologie

2.2.1 En collaboration avec l'unité de coordination mondiale de YPARD, organiser une série de webinaires sur l'agroécologie pour sensibiliser les jeunes intéressés par l'agroécologie (3 à 5 fois par an).

2.2.2 En collaboration avec l'unité de coordination mondiale de la YPARD, organiser et coordonner des cafés de la YPARD et d'autres événements en personne pour stimuler la discussion entre les jeunes sur l'agroécologie (3 à 5 fois par an).

2.2.3 Promouvoir l'apprentissage par les pairs et le partage des connaissances au sein de son propre groupe d'apprentissage

2.3 Diriger les activités de suivi, d'évaluation et d'apprentissage (MEL)

2.3.1 Administrer les études de référence et de fin de projet en suivant les connaissances, attitudes et pratiques (CAP) lors des ateliers nationaux. Vous serez soutenu par les forums nationaux du GFRAS pour l'organisation et la saisie des données.

2.3.2 Participer à l'élaboration des indicateurs et des critères d'évaluation du projet.

2.3.3 Faire partie d'un groupe d'apprentissage et contribuer à la consolidation des leçons générées au sein de ses propres groupes d'apprentissage, pour ensuite les partager avec d'autres groupes d'apprentissage.

2.3.4 Participer aux événements de partage des connaissances au niveau national afin de partager les expériences des groupes d'apprentissage (2 à 3 événements seront organisés pendant la durée du projet).

2.3.5 Être disponible pour accompagner les équipes d'apprentissage par les pairs (EAP) gagnantes (si elles sont sélectionnées) pour assister à l'atelier régional.

3. Profil du Agroecology Fellow (boursier en agroécologie)

• Connaissance de la (des) langue(s) officielle(s) locale(s) (obligatoire).
• Accès à l'internet et à un ordinateur pour assister aux réunions et mettre en œuvre le travail (obligatoire).
• Être un jeune professionnel âgé de 25 à 35 ans (obligatoire).
• S'engager pour toute la durée du projet (obligatoire).
• Avoir plus de deux ans d'expérience dans le domaine du suivi, de l'évaluation et des activités d'apprentissage (MEL) (obligatoire).
• Avoir une expérience de travail ou de stage dans des instituts de recherche, des agences de développement, des ONG, des OIG ou des gouvernements locaux mettant en œuvre des projets internationaux (de préférence).
• Être disponible pour participer à la formation virtuelle de renforcement des capacités (obligatoire).
• Compréhension de la vulgarisation agricole et du paysage agricole dans les pays respectifs (de préférence).
• Expérience de l'utilisation d'outils de collecte de données (ex : Kobo collect) (de préférence).
• Membre actif de YPARD (de préférence).
• Connaître les districts suivants et y être basé de préférence : District de Miandrivazo, District de Mahabo et District de Morondava (obligatoire).

4. Qualifications essentielles

• Diplôme de quatre ans ou équivalent en extension agricole, en innovation rurale ou dans un domaine connexe.
• Au moins deux ans d'expérience dans la recherche et/ou la mise en œuvre de projets. 

5. Charge de travail, durée du travail et rémunération

• Les boursiers en agroécologie sélectionnés recevront une allocation mensuelle, qui sera discutée lors de l'entretien, pour leur participation au programme de formation et de mentorat.
• Les boursiers en agroécologie recevront une indemnité supplémentaire s'ils sont sélectionnés pour assister en personne à des événements nationaux ou régionaux liés au projet. 
• La charge de travail doit être convenue entre le boursier en agroécologie, les forums nationaux et le coordinateur du projet YPARD.

Les boursiers en agroécologie sélectionnés seront responsables d'un total de 30 jours de travail ou l'équivalent de 240 heures à répartir sur la durée du projet.

1. Background

About YPARD

The Young Professionals for Agricultural Development (YPARD) is an international youth organization led by youth for young professionals ages 18 to 40 interested in the topics of food and agriculture. YPARD operates in 65 countries and has over 30 000 members engaged worldwide. YPARD is now seeking Agroecology Fellows in Madegascar as part of the GP-SAEP project. 

About the GP-SAEP project

The ‘Global Programme for Small-scale Agroecology Producers and Sustainable Food Systems Transformation (GP-SAEP)’ is part of a larger funding envelope provided by the European Commission (EC) and will be implemented between 2023 and June 2026. The goal of the project is the transformation of food systems towards agroecology by enabling small-scale producers to strengthen their practices of agroecology, through better access to knowledge, support services, improved technologies, and market outlets. This should improve their resilience to climatic, environmental, and socio-economic shocks and stressors as well as food and nutrition security and incomes.

The programme is structured around four components; YPARD in partnership with the Global Forum for Rural Advisory Services (GFRAS) and Access Agriculture is responsible for Component 3, focusing on:

 “Increasing Access to knowledge and Empowering 10 000 Small-Scale Farmers in Agroecological Transition through Participatory Rural Advisory Services (RAS) and Farmer to Farmer joint learning”. 

Implementation of this third component by YPARD and its partners will happen in four countries: Madagascar and Uganda in Africa, and Costa Rica and Ecuador in Latin America. The YPARD and GFRAS regional networks, YPARD Africa, YPARD LAC, AFAAS and RELASER, the national YPARD chapters and the Country Fora in the respective countries will be essential in the implementation of this project.

As part of the GP SAEP project implementation, we are recruiting a total of 20 Agroecology Fellows: 5 in each of the following implementing countries Uganda, Madagascar, Ecuador, and Costa Rica.

Role of YPARD in the GP-SAEP project

As a partner in the project, YPARD will lead the training and mentoring of the Agroecology Fellows, who will establish Youth Communities of Practice (YCoP), with the objective of inviting the wider community to share good practices and learning, which will be documented and utilized to develop knowledge products. To ensure that the Agroecology Fellows are well equipped for the task, YPARD will deliver a rigorous training and mentoring program. Furthermore, as the project is set on capturing learnings on the agroecological transition YPARD Fellows will be assisting the monitoring, evaluation and learning activities (MEL) and Knowledge Dissemination activities of the Country Fora, including by by computing the baseline data from written to digital format in each of the project countries.  

2. Duties and Responsibilities

The specific responsibilities of the Agroecology Fellows are listed, but not limited to:

2.1 Capacity building of Agroecology Fellows on Agroecology centered advisory services.

2.1.1 Be available to attend virtual trainings over the course of the project period;

2.1.2 Be available to attend the in-person country launch meetings of the GP-SAEP project, to better understand the context of the project. 

2.2 Establish a Community of Practice (CoP) focused on Youth in Agroecology

2.2.1 In collaboration with the YPARD Global Coordinating Unit, convene a set of Agroecology focused webinars to raise awareness amongst youth interested in agroecology (to be held 3-5 times a year).

2.2.2 In collaboration with the YPARD Global Coordinating Unit, organize and coordinate YPARD Cafes and other in-person events to stimulate discussion amongst youth in agroecology (to be held 3-5 times a year).

2.2.3 Be part of a Learning Cluster and promote Peer Learning and knowledge sharing within own Learning Cluster 

2.2.4 Participate in the knowledge sharing events at national level to share experiences from the Learning Clusters (2 to 3 events will be organised during the duration of the project).

2.2.5 Be available to accompany the winning Peer Learning Teams (PLT) (if selected) to attend the regional workshop. 

2.3 Support the Monitoring, Evaluation, and Learning (MEL) activities of the Country Fora

2.3.1 Compute baseline data from written to digital format under  supervision of the Country Fora.

3. Agroecology Fellow’s Profile

• Fluency in the local official language (s) (required).
• Access to the Internet and computer for attending meetings and implementing the work (required).
• Be a young professional between the ages of 25-35 (required).
• Be committed to the entire duration of the project (required).
• Experience working/interning in research institutions, development agencies, NGOs, IGOs, or local governments implementing international projects (preferred).
• Be available to take part in the virtual capacity building training (required).
• Understanding of the agricultural extension and agricultural landscape in the respective countries (preferred).
• Experience using data collection tools (preferred).
• Active YPARD member (preferred). 
• Familiarity with and preferably based in the following districts: Miandrivazo district, Mahabo District and Morondava District (required).
  

4. Minimum Qualifications 

• Four-year qualification or equivalent in agricultural extension, rural innovation or related subject
• Minimum of 2 years’ experience in research and/or project implementation. 

5. Workload, Duration of Work and Remuneration

• Selected Agroecology Fellows will receive a monthly stipend which is to be discussed at the interview stage, for their participation in the training and mentoring program.
• Agroecology Fellows will receive an additional allowance if selected to attend national or regional in person events related to the project. 
• Workload is to be agreed between the Agroecology Fellow, country fora and the YPARD project coordinator.
• The selected Agroecology Fellows will be responsible for a total of 30 working days or the equivalent of 240 hours to be spread over the duration of the project.

What is YPARD looking for in a Program Coordinator?

• Bachelor's degree in Agricultural Sciences, International Relations, Social Sciences or a related field (required);
• Advanced degree (masters, Ph.D., or equivalent) in agricultural sciences, social sciences, international relations or related fields or equivalent years of work experience (preferred);
• Experience designing and implementing educational programs for young professionals (required);
• Good understanding of food systems, agroecological and related approaches, as well as environmental governance (preferred);
• Full professional proficiency (C1 or higher) in English (required);

• Experience working with intergovernmental processes,  international institutions, and organizations, eg. United Nations agencies (preferred);
• Intermediate level French or Spanish (B1 or higher) (preferred);
• Experience in community organizing with an emphasis on youth, Sub-Saharan Francophone Africa or Latin America and the Caribbean (preferred);
• Experience in building and expanding our network of volunteers (required);

Terms of Reference 

The Program Coordinator is responsible for ensuring the active engagement of YPARD members in YPARD’s educational projects, including leading the YPARD cooperation projects building capacity building and advocacy. This position reports to the YPARD Director, and works closely with the Communications and Membership Coordinator and the YPARD Africa Coordinator. Responsibilities include:

• Educational program management
• Develop and implement educational offerings for the YPARD membership to build skills in food systems, especially in agroecology and food systems in low-resource contexts;
• Collaborate with the YPARD team and YPARD partners, to develop and deliver further educational offerings, like the Global YPARD Cafe Webinar Series;
• Cultivate further opportunities for partnership with YPARD by representing YPARD in key networks,
• Seek to diversify funding sources to support additional programming, as needed.

• Advocacy program management
• Further develop the YPARD Policy Working Group as an educational tool for YPARD members while also allow them to express substantive policy positions;
• Manage and further develop key advocacy opportunities, including planning side events, press conferences, etc. with YPARD advocacy partners;
• Support the development of YPARD as a hub for youth and agriculture organizations  through linkages and collaborations with other organizations;
• Advocate for YPARD members through presentation in boards, meetings, events, etc.

• Contributions to YPARD’s strategic development
• Review existing processes and develop new guidelines and processes for implementing and capturing impacts of YPARD educational and policy programming, in cooperation with the YPARD team;
