Con una destacada participación de más de 30 jóvenes, representantes del sector público: Agrorural, MIDAGRI, Dirección Regional de Agricultura Cajamarca y organizaciones de base: ACER Montaña - Jóvenes en Marcha, Alianza Medio Ambiental, Jóvenes del Milenio, UNICA Montes y Vegas, Frente juvenil anticorrupción, Resurgir Verde, Red Interquorum Cajamarca, entre otros; se desarrolló el Primer Encuentro Regional de Juventudes Rurales en Cajamarca, una iniciativa de YPARD Perú que busca generar un diálogo abierto entre diversos actores y construir, de manera colectiva, propuestas orientadas a impulsar un fondo específico para juventudes rurales, así como iniciativas que promuevan su autonomía económica, participación activa y bienestar integral.
El evento tuvo lugar el 11 de julio en el Auditorio de la Dirección Regional de Agricultura de Cajamarca, y contó con la participación de Néstor Mendoza, director regional de Agricultura; Gonzalo Llerena, gestor territorial de Cajamarca – MIDAGRI; y Liliana Quispe, representante país de YPARD Perú, quien brindó las palabras inaugurales del encuentro.
El encuentro se desarrolló en dos momentos clave. En primer lugar, se socializó el diagnóstico territorial, a cargo de Yheny Yasmín Rodríguez Cabellos, voluntaria de YPARD Perú, quien presentó el contexto que enfrentan las juventudes rurales en aspectos demográficos, económicos y de acceso a servicios y programas. Posteriormente, José Medina, decano del Colegio de Economistas de Cajamarca, expuso sobre los retos y alternativas que afrontan las juventudes en la región.
Uno de los espacios más enriquecedores fue el trabajo grupal entre los y las jóvenes participantes, quienes identificaron los principales obstáculos para desarrollar actividades productivas. Las respuestas más frecuentes incluyeron la limitada infraestructura rural, la falta de acceso a financiamiento y tecnología, así como la débil presencia estatal y la ausencia de políticas públicas específicas.
Asimismo, se propusieron diversas alternativas para transformar sus posibilidades económicas, entre ellas: la creación de fondos específicos para juventudes rurales, programas de capacitación en emprendimientos sostenibles, mayor acceso a tecnología y digitalización, becas y pasantías para el intercambio de conocimientos.
Otro eje central del encuentro fue imaginar cómo debería funcionar un eventual fondo estatal para juventudes rurales, de manera que genere un impacto local real y llegue a quienes más lo necesitan. Las propuestas apuntaron a mecanismos de participación comunitaria, criterios técnicos y de equidad, monitoreo transparente y acompañamiento técnico continuo.
De esta manera, el encuentro concluyó con la lectura del acta de acuerdos, la cual fue socializada y validada por todos los participantes. Las principales demandas serán sistematizadas y compartidas con instituciones aliadas y tomadores de decisión, como insumo para la formulación de políticas públicas que respondan a las verdaderas necesidades de la juventud rural.
Con esta iniciativa, YPARD Perú reafirma su compromiso con las juventudes rurales de Cajamarca y del país, abriendo un camino para que sus voces sean escuchadas y sus propuestas consideradas en la agenda pública. On July 11th, the First Regional Meeting of Rural Youth in Cajamarca was held in the Auditorium of the Regional Directorate of Agriculture of Cajamarca. This initiative by YPARD Peru seeks to generate open dialogue between various actors and collectively build proposals aimed at promoting a specific fund for rural youth, as well as initiatives that promote their economic autonomy, active participation, and comprehensive well-being.
The event saw the outstanding participation of more than 30 young people representing the public sector (Agrorural, MIDAGRI, Cajamarca Regional Directorate of Agriculture) and grassroots organizations (ACER Montaña - Jóvenes en Marcha, Alianza Medio Ambiental, Jóvenes del Milenio, UNICA Montes y Vegas, Frente juvenil anticorrupción, Resurgir Verde, Red Interquorum Cajamarca, among others). It was attended by key guests like Néstor Mendoza, Regional Director of Agriculture and Gonzalo Llerena, Territorial Manager of Cajamarca - MIDAGRI. Liliana Quispe, Country Representative of YPARD Peru, gave the opening remarks of the meeting, and a territorial diagnosis was shared by Yheny Yasmín Rodríguez Cabellos, a volunteer with YPARD Peru, who presented the context faced by rural youth in terms of demographics, economics, and access to services and programs. Subsequently, José Medina, dean of the College of Economists of Cajamarca, spoke about the challenges and alternatives facing youth in the region.
One of the most enriching parts of the meeting was the group work among the young participants, who identified the main obstacles to developing productive activities. The most frequent responses included limited rural infrastructure, lack of access to financing and technology, as well as weak state presence and the absence of specific public policies.
Various alternatives were also proposed to transform their economic opportunities, including: the creation of specific funds for rural youth, training programs in sustainable entrepreneurship, greater access to technology and digitalization, scholarships, and internships for knowledge exchange.
Another central theme of the meeting was to imagine how a possible state fund for rural youth should work, so that it generates a real local impact and reaches those who need it most. The proposals focused on mechanisms for community participation, technical and equity criteria, transparent monitoring, and ongoing technical support.
The meeting concluded with the reading of the minutes of the agreements, which were shared and validated by all participants. The main demands will be systematized and shared with partner institutions and decision-makers as input for the formulation of public policies that respond to the real needs of rural youth.
With this initiative, YPARD Peru reaffirms its commitment to the rural youth of Cajamarca and the country, paving the way for their voices to be heard and their proposals considered in the public agenda. This first meeting sets an important precedent for the active and transformative participation of young people in building more just, sustainable territories with opportunities.
