Call for Consultants: “Developing a Strategy for Extensive Livestock in Eastern Africa”

EAFF is seeking the services of a consultant to comprehensively interrogate the extensive livestock sector in Eastern Africa, and draft a strategy for developing the sector. The consultant is expected to have a grasp of the issues around the livestock sector.

Interested consultants should submit the following: their CVs, a two-page work-plan and onepage budget to the undersigned. The work-plan should describe how the consultant intends to undertake this task. The budget should be broken down into field costs and consultancy fees.

Eastern Africa Farmers’ Federation is a regional farmer organization whose membership consists of national farmer organizations, apex cooperative organizations and apex commodity organizations from ten countries in Eastern Africa – Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia,
Kenya, Rwanda, South Sudan, Tanzania and Uganda.

Extensive livestock farming refers to a type of livestock rearing on rangelands, similar to pastoralist systems. This farming system is characterized by low input usage and the exploitation of land on a large scale. In Eastern Africa, these systems are predominant in the dry regions of northern and north eastern Kenya, northern Uganda, the arid regions of Ethiopia, and the whole of Djibouti. The animals reared
under this system are mainly cattle (cows and bulls), sheep and goats.

EAFF is seeking the services of a consultant to comprehensively interrogate the extensive livestock sector in Eastern Africa, and draft a strategy for developing the sector. The consultant is expected to have a grasp of the issues around the livestock sector.

TERMS OF REFERENCE
1. Problem analysis: (a) Identify and map the different categories of livestock farmers in the region. This may be done by area. That is, in area(s) X, there is community(ies) Y that is engaged in extensive livestock, and their cover, (b) Map the major challenges facing the extensive livestock sector in eastern Africa in general, and the livestock communities more specifically.
2. Situation analysis: (a) Interrogate the aspirations of livestock farmers and pastoralists in the three target countries. That is, what are their intentions for their communities? This needs to be clearly articulated so as to identify the appropriate strategies that respond to their aspirations, (b) assess the current economic activities of the livestock communities, that is, where, when, how and why are they
selling their animals? Are there other products being sold by these livestock farmers?
3. Analysis of market opportunities: Assess the various market opportunities for livestock and livestock products including hides and skins, hoofs and other by-products. This assessment is primarily a desk Eastern Africa Farmers’ Federation
review. However the consultant is expected to physically interview several large buyers (including institutions or open markets) of livestock products in the target countries.
4. Assessment of risk management strategies: What are the existing risk-management strategies for the livestock sector including drought-management strategies?
5. Index-based livestock insurance: Assess the viability of the current index-based livestock insurance initiative developed by ILRI and piloted in northern Uganda. The consultant is expected to physically visit pastoralists in the regions that have benefited from this insurance to assess its viability.
6. Policy and legislative environment: Critically interrogate the existing national, regional and continental livestock-related policies and laws to understand the current regulatory framework. Policies include National Livestock Policy (Kenya); National Meat Policy (Uganda); Livestock policy under Rwanda Animal Resources Development Authority (Rwanda); Africa Union Pastoral Policy Framework; and IGAD Livestock Policy Initiative.
7. Investment priorities: Identify key priorities for regional investments in the sector. The identified investments are expected to trigger development in the sector, and may be at any point in the value chain.

METHODOLOGY
The study entails an extensive review of the literature as well as extensive consultations with national and regional organizations. The consultations will take place in three countries – Kenya, Ethiopia and Djibouti, and the following organizations are to be contacted:
a. EAFF member organizations in these three countries – Kenya Livestock Producers
Association (Kenya), Association Agro-Pastorale Djiboutienne (Djibouti), Oromia
Pastoralists Association (Ethiopia),
b. National government organizations including the respective Ministries of Livestock in the target countries, Oromia Pastoral Area Development Commission in Ethiopia, Kenya Meat Commission, Kenya Livestock Marketing Council, Eastern Africa Farmers’ Federation
c. Regional and continental governmental organizations including African Union Commission in Addis Ababa (Ethiopia), Intergovernmental Agency for Development (IGAD) in Djibouti (Djibouti), East African Community in Arusha (Tanzania),
d. Research organizations including the International Livestock Research Institute (ILRI), Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) in Entebbe (Uganda)
e. Non-governmental organizations including the World Food Program, International Red Cross, Oxfam Novib, ACORD (Ethiopia),
f. Other organizations engaged in work in this sector

DELIVERABLES
The consultant is expected to submit two deliverables:
• Draft livestock strategy which will be validated by the EAFF leadership and
management. The strategy is expected to clearly address the terms of reference described above.
• Policy brief (maximum 5 pages) highlighting the main policy issues, as well as
investment priorities
